In my opinion, CP should've kept both rooms. Frankly, I have no idea why CP even decides to close rooms, I mean, I'm sure it doesn't do much harm to them, yet offer players a bigger island to explore. The Ninja Hideout could've stayed after the May 2013 renovation in the Dojo (inside and outside), the Recycle Plant could've after the July 2013 renovation in the Mine Shack. Unless a certain room had an interesting story to cause such room to close (or renovate) (for instance, the Sports Shop and the PSA HQ), I find it useless to close any room.
A good alternative to offer players a closed room is to make it become into an igloo. I can see a Ninja Hideout Igloo and a Recycle Plant Igloo work.
In conclusion, CP should've kept both rooms and if not, at least offer more to the Mall.
There is a Stage Igloo. It already came out in 2015.
