Ummmmm, a medieval party would be the same. The party is small becuase the next month. Anniversary and Halloween! So the party is small because of thet. A medieval party would be as small as this.
If CP wanted more time to make the another 10th Party and Halloween, there are 2 things
1-Since most of the party is gonna re-use 2005-2014 rooms, what is so hard to put a Swf into something?, and you not even need to draw or put more interactives etc. (Don't say to me "You don't even know to put SWF in rooms", this is CP we are talking about, a game that updates every week)
2- If they planned to make "more work" on the 10th party, why they even decorated those rooms, if they just putted some boxes or planks to say indirectly "Under Construction" it would take even less time, OR EVEN MORE, if they just putted pirate day talk alone, BAM, mini-event to distract penguins and more time doing the Halloween and 10th Party
U made some excellent points...i think they might be altering the graphic content or 'remastering'the art quality of these old party rooms or something..i'm not sure but they wouldn't flat out lie about how much effort it takes...(then again u're never really sure with CP)...
It takes harder than you think. They need to add it, replace the room swfs, make sure the doors open an proper music, also add a few new decorations to it, plus the item calender, mascots, etc...It's bigger than you think.

2) As Billy just said, it takes a lot of work to create a party. If the team is really putting as much effort into the anniversary as they want us to believe, then less effort goes into the other parties. It's a give-and-take sort of situation.
(Now here's my opinion: As of late, Club Penguin has an overbalance of quantity and quality; it's selective quality over quantity. For example, the artworks and graphics. Sure, they are appreciated, but kids aren't going to notice every line and dot in the background. If the time going into teeny details goes into decorating other rooms, surely it will be better. The three-roomed Descendants Party definitely needs that. "The Descendants are taking over CP University! Time to be bad-- in a good way" my... um... bass.
3) From checking the party, I can confirm that three rooms are decorated and there is 12 items in total; 6, excluding member items. Besides that's there is nothing else to the party. No mascots, no plot, nothing.
(If you ask me, the newspaper is way better. How did Aunt Arctic reach Herbert? It's not as though she's some sort of ninja or spy...)

Those costumes of characters, they're all seperate. Hair items, body items, feet items, etc. Also, I can see you wrote a certain bad word by bolding the first letter, I may have to report your comment for that...:P
In my opinion the Descendants Party serves the role of a filler party. How? Think about it, they've barely worked on it, barely any decorated rooms, no story. We all know this is because the Club Penguin team is working on the 10th Anniversary Party. I have another theory, All what I just said is true, but like others have said before it shouldn't take as long to set-up a party, unless they were also working on the Halloween Party 2015. All Halloween parties are big, so maybe they were working on two big parties and decided to make the Descendants Party small so they could focus on these two bigger parties. This party may be useless to some of us, but the Club Penguin team used this to create useful parties in the future, hence technically making this party somewhat useful. That's my thought anyway.
