Buoy 13 was painted on the wall of the "Mullet" conference room in Club Penguin Headquarters. It never appeared in-game.

Buoys were mentioned in an Ask Aunt Arctic section in issue #122 of the Club Penguin Times, where Aunt Arctic is asked about what the buoys mean and where they all are. Aunt Arctic was unsure of their purpose, and was only able to find/learn of the locations of buoys 1, 3, 5, 6, 7, and 8 (2 and 4 had not yet appeared).
Buoys were mentioned in the Secrets sections in issues #403, #450, #504, and #547 of the Club Penguin Times, encouraging readers to seek them out. Except for the first of these four, a theory that the buoys "lead" to something is mentioned.
Buoys 2 and 4 appeared in the swf file for the third level of Jet Pack Adventure, but did not appear within the game itself.
During the Future Party, a buoy was used as the head of one of the types of microbots, where the number displayed on the buoy could be any number ranging from 1 to 99.
