The Director of the Elite Penguin Force (EPF), and formerly of the Penguin Secret Agency (PSA) (sometimes referred to as the head of the PSA during this time), is the lead of Club Penguin' agents, who protect Club Penguin. Although she hides her identity, she speaks on behalf of the agencies to the public when the need arises, such as to alert the public to threats, respond to questions, or ask for recruitments.
Character[]
Personality[]
The Director is direct, to the point, and takes things as serious as they need to be. She is calm and collected and does not reveal much emotion, very rarely joking around. When speaking to the public about secret agent matters, through interviews and the like, she chooses her words carefully and only mentions what information is necessary, maintaining secrecy, avoiding revealing confidential information.
Design[]
The Director is usually heavily shadowed with only vague features visible, but seems to always wear square or rectangular-shaped glasses and a necktie along with a jacket.
When not shadowed, the Director appears nearly the same as her civilian identity, Aunt Arctic, but with the addition of a black necktie and black jacket over her pink sweater and white shirt. During her reveal in Operation: Blackout, she is portrayed as wearing her usual cats eye reading glasses while the Director, but since issue 376 of the Club Penguin Times she is portrayed as having separate sunglasses while the Director.
Development[]
- The following information is taken from the video Secrets of the Club Penguin PSA Code by Screenhog.
Aunt Arctic was not originally conceived as being the Director of the Penguin Secret Agency. While making the Tic-Tac-Toe Code, Screenhog ended up with an extra symbol, and came up with the idea of this being the signature of a theoretical director of the agency. This raised the question of who this director could be, and since the only established character that existed at the time was Aunt Arctic (the Penguin Band had not yet been made into proper characters), various connections between Aunt Arctic and a potential agency director were made:
- Aunt Arctic, running a question and answer column in the newspaper, would know a lot of information, valuable as the leader of an agency.
- There was a secret where, when Aunt Arctic's icon in her section was hovered over, her glasses would become sunglasses, which were sold in the The F.I.S.H. catalog in the PSA HQ.
- Since the extra symbol was after Z, this implied the next symbol, used as the director's signature, was their name. If this was interpreted as cyclical, after Z would be A again, and Aunt Arctic's initials are "AA".
Screenhog brought up these coincidences with Club Penguin's head writer, Gin, and they began to think of Aunt Arctic as being the Director. The first mission, Case Of The Missing Puffles, was meant to be the Director training the player. However, the connection was left vague in case a better option for a director were to come in the future, such as a brand-new character. However, no such character was made, and Aunt Arctic was evntually revealed as the Director.
History[]
Pre-debut[]
In the Director's first mention in the Club Penguin Times, they mention having been in the Penguin Secret Agency for a "long time".[2] It is not mentioned whether the Director founded the PSA or someone else did.
2006[]
The "head of the PSA" was first mentioned in The F.I.S.H. v1.0, released on June 30, 2006, A message is shared from them, thanking agents for keeping Club Penguin safe and fun, and announcing the existence of upcoming secret missions, where agents will be called upon to help out penguins in need or to keep Club Penguin safe.
The director was first mentioned publicly in issue 43 of The Penguin Times, published on August 10, 2006. The Director comments on a story about a secret agent helping a new penguin feel welcome and befriending her, commending agents for making Club Penguin safe and fun, saying "There's nothing like helping some one else."[2] One week later, the Director is contacted by Aunt Arctic to answer a question she received from someone who was confused about what to do as an agent. Aunt Arctic relays answers from the Director about the existence of upcoming missions.[3] Around this time, Aunt Arctic's puffles go missing in the first secret mission, Case of the Missing Puffles. In this mission, the Director hides a signed note in the Pet Shop about Agent G (Gary the Gadget Guy)'s socks, as a password to talk to him in the Sport Shop.[4]
In mid-September, Aunt Arctic talked with the Director, asking why penguins needed to be 30 days old to become a secret agent. According to Aunt Arctic, the Director said the 30 day requirement is to act as a training, so penguins can learn all about Club Penguin, and encourage and promote being safe and having fun. Aunt Arctic also states the Director said they want only the most experienced penguins for the Penguin Secret Agency.[5]
2007[]
In April, Aunt Arctic answers a question about who made the Penguin Secret Agency, and shares some information she received from the Director. Aunt Arctic states the Penguin Secret Agency was formed "a very long time ago by one penguin", although she does not know who, but was told by the Director that the founder was not Gary the Gadget Guy. She also states the agency gained reputation after recruiting important members.[6]
In August, after completing the Avalanche Rescue secret mission, Gary submits the white fur found during the mission to the Director, who sends a note to the player after the mission, expressing concern at the recent attempted coin theft and avalanches. The Director tells the player to keep an eye on things, and they will be contacted again when the time is right.
2008[]
In April, the Clock Tower is sabotaged by Herbert P. Bear stealing the tower's prime gear, who had also caused other recent incidents. The Director views repairing the Clock Tower as top priority due to all in Club Penguin being synchronized to it. After the Clock Tower is repaired, Rookie, the PSA's public relations officer, shares a statement from the Director. The statement assures citizens to not be alarmed, and agents are in the field investigating and keeping things safe.[7]
In June, a recruitment advertisement for the Penguin Secret Agency is published in the Club Penguin Times. A quote from the Director is included, mentioning things the agency looks for in an agent, and hints at the agency having some special perks.[8]
In October, during the ninth secret mission, Operation: Spy & Seek, Gary mentions the Director wanted the player to make their own gadgets during the mission, which he assumes to be a test.
At the end of December, the Director devises a plan to capture Herbert, with a fake golden puffle, as recent surveillance determined he was forming a plan involving puffles. During the tenth secret mission, Waddle Squad, a meeting is held between Gary, the player, Rookie, and Jet Pack Guy discussing the golden puffle, which Herbert interrupts by using his stolen Spy Phone and the Binoculars 3000 that were left at his camp. Rookie blurts out the existence of a golden puffle in the Night Club, and Herbert decides to steal it instead of following his puffle plan. Afterwards, the Director appears on a monitor, announcing this was all part of a plan to capture Herbert, and the golden puffle is bait.
Robots on the Run[]
The Director makes appearances in the Club Penguin: Elite Penguin Force video game. The Director appears at least briefly in most missions, on a screen, giving directions to and receiving updates from Elite Penguin Force agents.
After the player is invited by Dot to join the Elite Penguin Force, they meet with the Director inside the Dojo's Puffle Training Room. The Director, appearing on a screen, introduces themself as the leader of the PSA and EPF and that the EPF is looking for penguins like the player that are willing to help others and solve problems. They disconnect as the Puffle Handler enters to train the player on Elite Puffles. Soon after, Dot introduces the player to the EPF's Command Room where the Director appears on screen again, and has the player assemble a Spy Gadget. After introducing its features, the Director bids farewell and disconnects as a box emerges from the table. Upon solving the puzzle and receiving more Spy Gadget, the Director appears again, congratulating the player for solving the test in record time. The Director asks why the player wants to join the EPF, and after receiving a good answer, the Director declares the player is in the EPF and gives them a badge.
The Director holds several briefings in the Command Room throughout the game, sometimes upgrading the player's badge after certain missions. Following Gary the Gadget Guy unusually failing to attend a meeting with the Director, an investigation is formed by the Director to find him, and the player is later able to find him in the Mines, albeit with memory loss. After a sudden increase in thefts around the island, the Director begins to mobilize all available EPF agents to distress sites and has the player train with the last two Elite Puffles immediately. Gary later is able to remember he built three Test Robots to test more dangerous inventions, and after they went rogue, he tried to track them down, but ended up sustaining an injury in the mines. The Director is concerned, and Gary states he is working on a gadget to stop the robots. Later, this device, the Robotomy Gadget, is used to deactivate the three robots. The thefts by the robots were to create the Ultimate Protobot 10000, which kidnaps Gary and the Elite Puffles, but the player is able to stop it and save the island, and the Director commends the player and gives them the ultimate clearance.
2010[]
In the eleventh secret mission, The Veggie Villain, Herbert is able to not only hack in the PSA and steal their information, but also destroy their base with a Popcorn Bomb. Following this, the Director calls Gary, informing him that the PSA will be disbanded all of its files will be transferred to the Elite Penguin Force.
Herbert's Revenge[]
The Director makes appearances in the Club Penguin: Elite Penguin Force: Herbert's Revenge video game. The Director appears on occasion to direct the Elite Penguin Force.
- The Elite Penguin Force: At the start of the mission, the Director calls the player, Dot, Rookie, and Jet Pack Guy to the newly made EPF Command Room. The Director has this group form a new special unit, specifically made to stop Herbert, and has them undergo a test to decide who will be the leader of the group. In the end, only by combining their items and working together does the group manage to complete the test, and the Director decides to make the player leader for great thinking and putting their teammates first.
- Secret of the Fur (beginning part): The Director congratulates the player and gives them a Spy Gadget, upgraded with new features. The Director has the player use a new virtual reality training program in the Command Coach to debrief on Herbert's past exploits.
- The next several missions in the game are PSA secret missions experienced through virtual reality. The Director appears in Waddle Squad.
- Suspect at Large: After training is complete, the Director debriefs the player's group and Gary on the plan: infiltrate Herbert's base while he is still unaware the EPF is after him. The player is given a Crab Disguise and Spy Camera 3000 and ordered to find Herbert's base, visiting his abandoned camp behind the Ski Lodge for clues. The player eventually returns, with several pictures and some blueprints.
- Herbert's Plan: Before the player's group heads out to find Herbert, following Gary learning of his flawed plans to warm the island, the Director offers words of encouragement, affirming the goal of stopping and arresting Herbert.
- The Ultimate Mission: After Herbert uses his Mega-Magnifying Glass to melt a hole near the Mine Shack, a geyser erupts, knocking Herbert's air balloon out of the sky, and the island begins to flood and sink. The Director calls the player for an update, and then relays the information to Gary, who is running calculations. The Director calls again once the island is saved with help from Herbert, congratulating the player and commending their display of leadership and encourage. The Director points out that while Herbert is still on the loose, he will surely never forget he was convinced to help. The Director also states that this whole incident needs to be covered up, and jokingly "orders" the agents to throw a water party.
2011[]
At the beginning of the year, an anonymous source reveals the existence of the Elite Penguin Force to the public through a letter sent to the Club Penguin Times.[9] The Director hides an emergency message in the newspaper, stating the agency confirmed the anonymous individual is not an agent themselves, and the individual's identity is being investigated.[10] A week later, the Club Penguin Times interviews the Director, who answers in somewhat vague statements. The Director confirms that agents work behind the scenes and are equipped with the best technology available, and that the agency is always looking for "sharp" penguins to join that receive an invitation. The Director also states the EPF and long-publicly known PSA are "friends" before signing off.[11]
System Defender & Return of Protobot[]
- Aside from System Defender, this section covers Field-Ops 31-44 as well as EPF Phone messages from January-May 2011.
On January 14, System Defender is released. Soon after, the Ultimate Protobot, having been rebuilt after a long absence, attacks the EPF mainframe in level 6. While the player defends the system from the bots Protobot sends, Gary, Dot, and Jet Pack Guy watch on, offering advice. The Probobot retreats once its bots are defeated, and the Director offers words of congratulations. write more stuff here later idk this is bothersome
Operation: Hibernation and beyond[]
With both Protobot and Herbert defeated, the EPF celebrate peace, and rest. Field-Ops are suspended beyond irregular training programs. However, before long, Herbert is able to gain access to the EPF's communications. Gary and the Director learn of this and close communications, telling nobody else. Herbert eventually attacks the EPF mainframe in level 6 of System Defender. While Jet Pack Guy taunts Herbert, Gary tracks his location, discovering him to be on the Toughest Mountain. The AC 3000 is prepared to produce freezing temperatures to freeze the Toughest Mountain;[12] This is done to force Herbert into hibernation so he can be captured.[13] The Director also makes a public announcement in the Club Penguin Times, requesting more agents for an "assignment of the utmost importance", prompting those interested to visit the Everyday Phoning Facility.[14]
Right before Operation: Hibernation begins, the Director suspends communications for security.[15] During the operation, with the Great Snow Race as cover-up, the EPF is able to locate Herbert, fast asleep, in the Classified Area on the Toughest Mountain. Evading his security, a containment chamber is constructed around him to have him fall into an even deeper hibernation, lasting up to 10 months, giving the EPF plenty of time to figure out what to do with him. When the operation finishes, the Director shares a hidden message, telling penguins to enjoy the upcoming Fair but to stay alert.[16] In October, after communications are back online, the Director announcements no decision has been made on what to do with Herbert, noting moving him would be too dangerous.[17] As Coins for Change approaches at the end of the year, the Director requests agents provide maximum security so the event is secure, believing it to be one of the most important events.[18]
2012[]
In January, Rookie hosts the Underwater Expedition to explore underwater caverns, and orders anvils to lower the Beach down to access them. However, too many are ordered, causing the island to start sinking. Herbert also disappears from his cell. The Director orders all agents to focus efforts on protecting citizens.[19] After the island is saved, it is later discovered that someone tripled Rookie's anvil order after he ordered them, leading to suspicion the island tipping may have not been an accident.[20]
In May, due to the effects of Scorn the Dragon King's curse, who returned after being defeated by heroes long ago, Gary starts to behave oddly.[21] During this time, the Director comments on the player's completed Field-Ops, commending their work in spite of Gary's unusual behavior.[22][23]
At the end of June, during the climax of the Marvel Superhero Takeover 2012, a meeting is held in Hero HQ to stop the Destructobot, and the Director attends through a screen. The Director tells the Super Heroes to fight Destructobot directly, while EPF agents work to neutralize the Meteor, the robot's power source.[24] The EPF is later successfully able to drain the Meteor of its power and take away the deactivated Destructobot as the Super Heroes defeating the remaining Super Villains, ending the takeover.[25]
Operation: Blackout[]
In November, as revenge for being forced into hibernation, Herbert begins his plan to locate and kidnap agents and freeze them in Freezer Pods, starting with Gary. When the EPF takes notice that Gary is missing, the Director issues a state of emergency, ordering all agents to search for him.[26] On November 15, Herbert uses a Solar Laser he has been building to steal sunlight and plunge the island into darkness everywhere but his fortress, as well as destroy the Everyday Phoning Facility, initiating Operation: Blackout. He also takes over the Club Penguin Times as the "Club Herbert Times". The Director hides a secret message in issue 369 and issue 370 of the newspaper, urging anyone reading to report to the Secret HQ to join the EPF resistance.
Throughout the operation, the Director gives orders and supplies gear through the Operation: Blackout case file in order to stop Herbert's plans. First, Herbert and Klutzy Disguises to infiltrate Herbert's Fortress and deactivate security terminals. As new gear is used to deactivate more terminals, Herbert tries to discover the Director's identity, sure that the EPF will be finished then.[27] All the while, Herbert's crab army captures agents around the island, placing them in Freezer Pods, and the Director provides updates when the top agents are captured, through the case file.
Herbert is eventually able to discover the Director's identity. Before capture, on November 24 the Director sends one final message and Anti-Lava Boots to access Herbert's Central Command. Herbert captures the Director, and throws a fancy party to celebrate, but is enraged upon discovering not only are there are still EPF agents that have not been captured, but one among them has not been captured- "THAT agent" (referring to the player), which he regards as being one of the most dangerous to his plans. He sends his crab army out in full force to find this particular agent.[28]
While Herbert and Klutzy are away, the player is able destroy the Solar Laser, and stop Herbert's plans, saving the captured agents in the process. At this point, the Director, emerging from smoke, reveals herself as Aunt Arctic, Editor-in-Chief of the Club Penguin Times. She believes the player is worthy of her secret, and announces that the EPF will rise again.[29] With the Blackout over, sunlight returns to the island and melts the excess snow. The Director, in a statement from the EPF, offers accolades to all penguins and puffles on the island, and tells Herbert, whose whereabouts are unknown, that the EPF will stay resourceful, remarkable, and ready.[30]
2013[]
Operation: Hot Sauce[]
On April 5, the day a Pizza Party at the Cove was planned,[31] the giant hot sauce bottle in the Pizza Parlor was stolen, and the entire parlor was left a mess. During Operation: Hot Sauce, the Director gives the player a debriefing on the situation from the monitor in the under-repairs EPF Command Room, stating that the stolen hot sauce could be disastrous in the wrong hands. The Director notifies the player their EPF Spy Phone has been upgraded with new features. The player is later able to recover the hot sauce after tracking it down to Herbert's lair. The Director calls to congratulate the player, his plans thwarted again.
In the summer, the Director orders agents to help out at various events to defend the island, including assisting ninjas in Card-Jitsu Snow[32] and joining the Rebel Alliance to stop the Death Star during the Star Wars Takeover.[33] In early November, in the newspaper, there is an Ask Aunt Arctic question about where the Herbert Statue went after it mysterious disappeared earlier in the year. The Director hides a secret message in this article, mentioning the statue has been placed in the Indestructible Containment Environment, a top-secret EPF storage facility.[34]
Operation: Puffle[]
Late in November, puffles start to go missing all over the island, starting Operation: Puffle. The EPF quickly launches an investigation, discovering the missing puffles are under mind control and are being forced to dig up coins non-stop.[35] When beginning the operation, the Director informs the player about the mind-control while Gary shares details on the Brain Boxes controlling the puffles, forcing them to dig up coins and bring the coins to an unknown location, which Gary is working on finding the location of, but needs microchips from the Brain Boxes. The Director asks the player to go to the EPF Outpost to begin rescuing puffles.
Later, Dot is able to sneak into Herbert's lair and spies on Herbert and Klutzy. From their conversation, she learns the only reason Herbert mind-controlled puffles to dig coins was because Klutzy had stolen a coin-operated dial for his furnace.[36] Herbert's plan is eventually thwarted and the mind-controlled puffles are free, and a herd of them carry Herbert away while Klutzy follows.
2014[]
In March, Rookie finds an encrypted EPF file labeled "Q1JBQg-2001" ("CRAB-2001" in Base64) that results in the Director suspending his Spy Phone privileges for over a month.[37] During the Future Party in May, the Director orders agents to travel to the future and help fight the Protobot of the future.[38] After the Penguin Cup ends in June, the Director places the cup in their office.[39] In August, the Director publishes a public notice in the Club Penguin Times, advising citizens to watch out for Herbert.[40]
In September, Aunt Arctic receives multiple Ask Aunt Arctic column questions about if she is the Director. She denies these claims stating she is too busy and would not be able to keep such a role secret. The Director hides a secret message in the column, believing their identity may have been compromised, stating to initiate "Propeller Protocol" immediately.[41]
2015[]
Operation: Crustacean[]
In early November, a UFO starts to appear above Club Penguin, and lands at the Dock. The EPF construct Area 501 around it and cover it with a tarp, throwing the Extreme Paint Festival as a way to hide it.[42] A week later, Herbert asks the EPF for help, claiming Klutzy has entered the UFO. Jet Pack Guy meets up with Herbert in Area 501. According to Jet Pack Guy, the Director has ordered the player to escort Herbert aboard the spacecraft. Although Herbert steals the UFO's power source and escapes with Klutzy, the player is able to stabilize the UFO, but it is unable to fly. In the meantime, the Director commends the player's efforts and welcomes the new alien puffles.
2016[]
At the end of Operation: Tri-umph, Herbert's laser device is stopped. The power source he stole that powered it is recovered, and the Director is relieved.
Other[]
- Yearbook 2011-2012: In this yearbook, a new "Photo Gallery" section is introduced, with photos of many characters, including the Director. They replace Dot when the word "unnoticed" is hovered over, and is labeled "Most likely to be anonymous."
- Yearbook 2012-2013: In this year's Photo Gallery, quotes are used instead of labels. The Director's is "Great work agents. You have worked hard to keep the island safe. I am proud of you." The Director replaces Aunt Arctic when hovering over her name, and would continue to do so in future yearbooks.
- Yearbook 2013-2014: In this year's Photo Gallery, the Director's quote is "The EPF thanks you for your service. The island's safety remains top priority."
- Yearbook 10 Year Anniversary Edition: In this year's Photo Gallery, the Director's quote is "The EPF thanks you for your service. The island's safety remains top priority."
- Yearbook 2015-2016: In this year's Photo Gallery, the Director's quote is "This year, the EPF defeated Herbert twice and saved an alien species from being stranded. Commendable."

In Club Penguin: Halloween Panic!, after the island is saved from Redrum and his gang of ghosts, Gary receives a video call from the Director and informs her the ghosts are neutralized, but she explains there is a larger threat looming and suggests putting Symdull to the test.
