The Director's Hat was first released on November 16, 2007, in the first edition of the Costume Trunk. It was available in almost every edition onward until Club Penguin closed on March 30, 2017. It was not available during the following times, either due to construction/a party that changed the Stage into something else, making the Costume Trunk unavailable, or the Director's Hat simply not being included in the Costume Trunk.
