Herbert P. Bear, full name Herbert Percival Bear, Esquire[1], is a polar bear in Club Penguin, and the most recurring villain. Originally from the Arctic Circle, Herbert is the Penguin Secret Agency (PSA) and Elite Penguin Force (EPF)'s most-wanted, due to the many crimes he has committed, from theft to attempted destruction of property to kidnapping agents. He loves warmth and quiet, and his main goal is to turn Club Penguin into his own paradise, by removing the cold and noise. Herbert's sidekick is a Klutzy, a small and friendly crab that helps him with his schemes.

During Operation: Blackout, Herbert successfully gains control of Club Penguin by destroying the EPF's base and stealing all sunlight with a Solar Laser and renames it to Club Herbert and declares himself the Illustrious Leader Supreme, imposing many rules that ban fun and noise, threatening to freeze anyone that does not comply. In the end, his plans are stopped and the island is saved.

Character[]

Design[]

Herbert is a polar bear with white fur that always stands and walks on his hind legs. He has bushy dark eyebrows and a pale blue nose. He is fairly tall, usually depicted around 1.5 to 2 times the height of penguins. Unlike most prominent Club Penguin characters, his design never changed since his debut.

During the Star Wars Takeover, Herbert appeared as "Darth Herbert", dressed like Darth Vader from the Star Wars franchise. His suit is slightly modified, appearing to be padded, with larger chest plate, bigger gloves, and the helmet is shaped more like his polar bear nose.

Personality[]

Herbert is somewhat grumpy. He prefers warm temperatures over cold ones and enjoys peace and quiet, and is annoyed by anything that is too noisy. He thinks of himself as a genius, and constantly brags about his intelligence. He is proud of his natural strength as a polar bear. He considers himself to have "striking good looks".[2] Unlike typical polar bears, which are carnivorous, Herbert is a vegetarian and prefers eating seaweed.

Herbert refuses to leave Club Penguin to seek somewhere warm to leave because he does not want to repeat the mistake that caused him to end up there in the first place, and would prefer if penguins left instead.[3]

Despite liking warm places, Herbert never sets up base at the Volcano. One reason is not wanting to encounter Fire Ninjas[4] and another is because he views having a base at a volcano as not unique enough, and thinks he can do better.[5]

Development[]

After the development of the first two PSA secret missions, the developer of these missions was struggling to figure out new obstacles, and suggested to Club Penguin's creative team that a mastermind villain should be introduced. Screenhog (creative lead at the time) opposed this, finding a villain would be out of place in the safe and fun world of Club Penguin. The developer brainstormed an idea to have three polar bears: a small boss of the group, a skinny vegetarian henchman, and a big and strong yet unintelligent and "lovable" one. This was deemed by some team members to be too many, so attributes of the three were merged into one polar bear but with the addition of a "lovable" sidekick. Screenhog still was unsure about a villain, and in order to appease him and build mystery, white fur was included in the following few missions; if players did not want a villain, an excuse could be made that the fur was from a yet-unseen white puffle. However, the idea of a villain proved popular, and Herbert eventually debuted as Club Penguin's first villain.[6]

History[]

Pre-debut[]

As explained in his flip chart monologue during the mission Questions for a Crab, Herbert grew up in the Arctic Circle, although he always dreamed of finding a warm place to live instead, longing for a sunny and hot climate with beaches and fresh fruit. Tired of the cold, he jumped on a floating iceberg to leave his home. He survived on eating kelp and algae and drank water melted from his iceberg. He floated across the oceans for many months, and while he did experience warmer climates, he never saw land. He eventually spotted land and paddled as hard as he could to reach it, but upon getting closer he noticed it was covered in snow like his original home. He tried to paddle away, which caused his iceberg to tip over, dropping Herbert in the water. Unable to swim, he flailed around until he was rescued by a kind crab named Klutzy, although his iceberg floated away in the meantime.

Herbert, now in a place even colder than his original home, wandered around before eventually coming across penguins. He observed the way they had fun in the snow he was tired of, much to his irritation, and he found himself disliking them more and more every day. He eventually decided to give up on finding a warm place to live, deciding to instead create one himself instead, and begins thinking of plans to make things warmer, especially if it was at the expense of the penguins.

2007[]

Committing crimes and shedding fur[]

At some point, Herbert was able to steal Gary the Gadget Guy's blueprints for a very large magnet, the Electromagnet 3000, and built it. He placed it on the roof of the Gift Shop early in the morning of March 21, 2007[7] and used it to pull the coins in the shop's vault upward, although they were blocked by the ceiling. While leaving, he accidentally shed some of his fur. A few days later, in the Case of the Missing Coins mission, Penguin Secret Agency performed an investigation, and in the process the Electromagnet 3000 was found and deactivated, and the shed fur was found and taken in for analysis. Herbert's motives in this incident are never revealed.

On July 27, 2007, for unknown reasons and by unknown methods, Herbert causes an avalanche in the mountains,[8] and then causes another at the Ski Hill on August 7, which leads to four penguins getting stranded; both times he sheds fur at the scene. The PSA once again investigates this incident in the mission Avalanche Rescue.

Secret of the Fur[]

In early November, Herbert and Klutzy, in search of warm substances, ransacked the Coffee Shop and Pizza Parlor, damaging the Coffee Shop's coffee maker in the process, and also entered the Lighthouse, once again shedding fur. Several penguins catch glimpses of the duo, referring to them as a "mutant furry crab" or simply a "monster" or "creature". Not long afterward, Gary finds the fur, and with the Furensic Analyzer 3000, traces of hot chocolate, hot sauce, and jetpack fuel are found. Samples of these are gathered by the player in order to calibrate special googles used to located a source of all three traces, leading to the Outback Pond behind the Ski Lodge, where Herbert, only visible through his shadow on the ground, groans about how cold it is. A candle and net can be placed to try and trap the "creature", but Herbert sends Klutzy instead, who gets trapped in the net, prompting Herbert to flee but dropping a clean tuft of fur. Along with Klutzy, the fur is submitted as evidence, which reveals the identity of the perpetrator as a polar bear, which are not native to Club Penguin.

2008[]

Questions for a Crab[]

After a few months, in January, Gary tries to question the captured Klutzy with his Crab Translator 3000 in the sixth secret mission, Questions for a Crab. However, Klutzy is able to overload it, escape, and eventually return to Herbert, who has taken up residence in a cave in the the Wilderness. Upon the player entering with the help of a black puffle, he traps them in a falling cage, and also steals the player's dropped Spy Phone. The player realizes he has been responsible for the recent incidents, and he introduces himself as Herbert P. Bear, Esquire, and presents the story of his life, "My Monologue version 7 extended cut", on a flip board.

Herbert explains how he was sick of the cold in his home of the Arctic Circle, and left on an iceberg hoping to find a warm place to live, but ended up on Club Penguin. He also explains how he met his companion Klutzy, and grew to dislike penguins due to their love for the cold and snow that he despised. He reveals his plan to use a Mechanical Woodchopper he built with parts lying around to chop up the Ski Lodge and use it to make a bonfire, before eventually doing the same with other buildings, as this would not only warm him up, but put a damper on the penguins' noisy parties. Herbert has Klutzy demonstrate the woodchopper before heading to the Ski Lodge.

The player is able to escape the cage with help from the black puffle, Herbert can be chased to the pond behind the Ski Lodge, where is Herbert is performing maintenance on his woodchopper, but complains he is too hungry to think. When a vegetarian pizza is placed beside him, he becomes distracted eating it, allowing the player to flip the direction switch on the woodchopper. Herbert, finished eating, activates the woodchopper, but it drives backward onto the frozen pond while pushing him, cracking the ice and causing him and Klutzy to fall in the pond. Klutzy carries Herbert to shore, and he calls Gary, who came outside to see what the commotion was about. Gary hands his Spy Phone to the player, who receives an angry call, and Herbert and Klutzy then flee.

Clockwork Repairs[]

In early April, Herbert uses the Spy Phone he stole to call the PSA, asking if he has been forgotten about, and ominously stating "'time' is about to run out".[9] On April 17[10], Herbert pulls the prime gear out of the Clock Tower. In the process, a spring is flung out of the tower, and Klutzy steals the tower's snowball target as well, which all cause the Clock Tower to malfunction; this sabotage is caught on the PSA's security footage. As all types of clocks in Club Penguin are synchronized the Clock Tower, this act causes mass-malfunctions. The PSA later investigates the incident in the seventh secret mission, Clockwork Repairs, and successfully recover the spring and target and repair the Clock Tower, albeit with a replacement gear made of frozen snow. During the mission, Gary tells the player to not mention Herbert to anyone who is not an agent, to avoid causing panic until the PSA can assess the situation.

After the Clock Tower is repaired, Herbert calls the player, acknowledging he underestimated them, but smugly states that stealing the prime gear was only the first stage of his plan, which he is already proceeding with.

Mysterious Tremors[]

After acquiring the Clock Tower's prime gear, Herbert uses it to power an Earthquake Driller vehicle he made. With the drill, he plans to create a tunnel into the Boiler Room to steal the boiler for his own warmth, while also causing tremors as a distraction. On June 20, he first drills underneath the Town, causing damage to the nearby area.[11] For the next few days he continues to drill, forming a tunnel network underneath the island. In the eighth secret mission, Mysterious Tremors, the PSA launches an investigation into these tremors, and Gary uses a seismograph to track down the source of a quake when one next happens, which occurs right as Herbert is drilling under the Dock. The player is sent to investigate, and Herbert emerges from the ground in his drill, with Klutzy in tow in a small wagon.

Herbert has a back-and-forth with the player, mocking each other, and reveals he intends to make a "pick up" while the player is distracted with damage control from the tremors. He boasts that chasing him will be difficult without a map, but the wind blows it out of his paw. Herbert calls Klutzy to grab it, but his claws slice it in half as both pieces continue to float away. Herbert mumbles that he has the tunnels memorized anyway before U-turning in his drill and driving back into the tunnels, gloating how there the drill has "no reverse", in reference to his woodchopper's failure due to it having a reverse switch.

The player is eventually able to perform damage control, recover the cut map, and navigate the end of the tunnels, where Herbert has smashed through the wall of the Boiler Room and is attempting to remove the boiler from the pipes it is attached to. After more bragging, the player tells him his plans never work, frustrating him enough to where he hits some pipes with a wrench. The boiler starts to overheat, and Herbert decides he and Klutzy should leave. They are unable to use the drill to escape as it is too close to the wall and has no reverse (if the player recovers the prime gear from it, it instead does not start), so the two run away instead, but Herbert exclaims he forgot which direction to go. Afterward, the player, at request of Gary through a call, is able to fix the boiler.

Operation: Spy & Seek[]

After some time, Gary develops a way to trace Herbert's location using the Spy Phone he stole months prior, in order to find him to spy on him and figure out his plans in the ninth secret mission, Operation: Spy & Seek. The player sets up tracking devices around the island, and Herbert's location is tracked to be at the lake behind the Ski Lodge. Using the Binoculars 3000, the player spies on Herbert, who is in a small camp he made, attempting to light a campfire. He successfully makes one and he and Klutzy begins dancing, but Klutzy accidentally knocks over a bucket of water, putting out the fire. Herbert, annoyed, walks away while Klutzy follows.

During this time, the player infiltrates the empty camp and connects the stolen Spy Phone that Herbert left on the ground to the Binoculars 3000, forming a makeshift video camera, that is then hidden in a tree. Returning to HQ, the player and Gary watch the video feed. Herbert and Klutzy are back in the camp, chatting, and Herbert mentions his next plan involves many puffles. While he talks, Klutzy is distracted playing with a beach ball, and accidentally pops it, sending it flying to the camera. Herbert grabs it, and notices the camera, angrily dismantling it.

Waddle Squad[]

After having noticed the Binoculars 3000 placed in his camp, Herbert uses it and his stolen Spy Phone to view the PSA HQ from the ISEEU monitors during a meeting between Gary, the player, Rookie, and Jet Pack Guy in the tenth secret mission, Waddle Squad. Herbert boasts about a scheme he is planning involving puffles, and Rookie blurts out the existence of a golden puffle in the Night Club, discussed during the interrupted meeting, which Herbert finds more interesting than his plan and plans to steal that instead, and turns off the video. Unbeknownst to Herbert, the golden puffle is actually a fake, and the Director had intended for Herbert to find out about it, as it was to bait him so he could be captured.

Not long after, Klutzy appears at the Dock with a cardboard cutout of Herbert, which tricks Jet Pack Guy who is patrolling the skies and serves as a distraction. Meanwhile, Herbert enters the Night Club to grab the golden puffle, by swapping it with a can of worms from its pedestal. The player traps him in a cage with a trap they set up earlier, but Herbert easily lifts it up, bragging how he both smarter and stronger. Gary then makes a call commanding the agents to move in, and the Electromagnet 3000 that Rookie set up breaks through the wall, causing the fake golden puffle to be pulled to it, while Jet Pack also jumps in. Herbert refuses to give up, which allows for him to be trapped again, either by focusing spotlights on the magnet or using Jet Pack Guy's jet pack to pull the cage. Gary then enters, and presents on a flip chart on options for what to to with Herbert, ranging from community service to sending him away on an iceberg. However, Herbert requests to make a phone call before he is taken away, and Rookie hands him his Spy Phone, shocking Gary and Jet Pack Guy. Herbert laughs and uses the phone to teleport away, but drops a package of seeds in doing so, which Gary notices and takes.

2010[]

In April, Herbert, wearing a Yeti Costume, attends an "In Focus" tour. The tour guide asks for suggestions on where to go, and Herbert, described as a "tall penguin in a Yeti costume", suggests visiting warm places. While visiting various rooms, he makes peculiar comments on how the Ski Lodge could only be knocked down by a "powerful, well-designed invention" or how one of the walls in the Boiler Room "looks sorta new, like it was drilled through by a genius a while ago". While visiting the Cove, he complains that he and campfires don't get along, and requests to visit the Volcano instead. The tour guide states only ninjas are allowed there, and that since they control fire, disturbing them would be unwise, which Herbert realizes is a good point.[4]

The Veggie Villain[]

At some point in Herbert's long absence, he develops a special "super corn" using water, corn seeds, fertilizer, hot sauce, and coffee, and grows a large cornfield near the Mine Shack. In May,Herbert steals a salon chair and the office computer from the Gift Shop, and uses the chair and some super corn to create a Popcorn Bomb. After an investigation is launched by the PSA in eleventh secret mission, The Veggie Villain, Herbert hacks into PSA technology, disabling Spy Phones. He appears on the HQ's ISEEU monitors, taunting agents, and thanking Rookie for giving him a Spy Phone. Gary whispers to keep him distracted, and Rookie annoys Herbert with jokes while Gary works on the computers. Herbert announces that since he hacked the PSA main computer, he has obtained all information on it and will be exposing the PSA to the public through a broadcast, as he is fed up with his plans be stopped, and he wants to do whatever he wishes. He hangs up and begins a broadcast on a screen he had placed earlier at the Ski Village. However, he starts off the broadcast by gloating about himself for a while, and starts over as he thinks there may be new viewers.

By hacking into the projector displaying the broadcast, Herbert's location is tracked to the Mine Shack. Nearby, there is a huge cornfield. After following trails of popcorn and items on the ground that are listed on a note, assembled from scraps in the field, the player finds Herbert on a small plateau in the field. He is using the stolen Gift Shop computer and a microphone to broadcast, while Klutzy plays a video game. Herbert is just about to reveal a list of PSA agents, but the player interrupts him. He starts gloating, but the player is able to simply unplug his computer. Although this stops the broadcast, this also restores PSA the technology that Herbert hacked, including one of his stolen Spy Phones. He uses it to forcibly activate his other stolen Spy Phone, attached to his Popcorn Bomb, and the player's Spy Phone, to teleport both to PSA HQ.

Herbert locks the player, Gary, and Rookie inside PSA HQ, and appears on the ISEEU once more, taunting agents, as he intends to use the Popcorn Bomb to destroy the HQ, and hangs up. Although the agents inside are able to escape thanks to Dot, as Elite Penguin Force technology is working fine, the HQ and Sport Shop are heavily damaged by popcorn. The Penguin Secret Agency subsequently ceases operations, transferring all files to the top-secret Elite Penguin Force. Following the destruction of the PSA, Herbert celebrates by making a variety of treats, although this does not last long before the EPF was on his case.[12]

Herbert's Revenge[]

Herbert makes appearances in the Club Penguin: Elite Penguin Force: Herbert's Revenge video game. He is the main antagonist of the game and seeks to warm the island.

  • After the game's first mission, the next several missions in the game are PSA secret missions experienced through virtual reality in the Command Coach. Herbert appears in all six of them.
  • Suspect at Large: the player infiltrates and takes pictures of Herbert's base while he visits the Ice Rink, measuring the ice. He returns to his base to encounter the player wearing a Crab Disguise, pretending to be Klutzy. Although the player does not speak crab, they manage to get Herbert to leave them alone. However, Herbert notices a blueprint with his plans has been stolen, and activates an alarm, locking down the base. The player manages to escape and return to the EPF Command Room.
  • Herbert's Plan: while Gary analyzes the pictures and blueprints from Herbert's base, Herbert flies around in a hot air balloon to finish his plan to warming the island. He saws a circle out of the ice rink, and while Rookie, Jet Pack Guy, and Dot try and track him down, he captures them in a net. He flies to the Tallest Mountain, trapping them each, and constructs a Mega-Magnifying Glass at the mountaintop. The glass begins melting a hole near the Mine Shack, just as the player, having rescued the other agents, reaches the top. Herbert taunts the group, although they successfully break the magnifying glass. However, a large tremor occurs.
  • The Ultimate Mission: the tremor is caused by a large geyser, which knocks Herbert's balloon out of the sky. He crashes in the Ski Village and ends up tangled in the Ski Lift's cords. At this point, the geyser causes the island to flood and start sinking. While tangled, he argues with the player, complaining about this is all the player's for not stopping his miscalculated plans, and finds this to be the worst day in his life since he ended up on Club Penguin. Although he claims his "revenge" is now ruined, the player is able to defuse his arguing and convince him to help save the island. Jet Pack Guy, who is nearby, opposes this, but is convinced by the player. Herbert is freed with help from Klutzy, but refuses to get out of the balloon basket as there is too much water, and he allows the player to have Klutzy assist and be called with the Puffle Whistle, since the Spy Gadget's scissors were broken. The player is able to find inflatable items to ease Herbert's concerns. Rookie arrives, and is very amused to see Herbert in full inflatable swim gear, but agrees to the player's plan of helping Herbert find a way to plug the geyser. When everyone reconvenes at the geyser, Rookie presents an idea where Herbert uses the statue from his base to plug the geyser, and while initially opposed, he gives up and flies in his repaired balloon to get it. The player is able to help him get close and drop the statue in, although the Super Helium his balloon was repaired with causes him to be sent flying. The island is then saved by the player freezing the statue in place.

Rebuilding Protobot[]

Sometime later in the year, Herbert somehow learns of the Ultimate Protobot 10000's existence and plans to rebuild it. With help from Gary's rogue Test Robots, seemingly no longer in Gary's possession, parts are stolen from around the island, including from the Stage's ticket booth and Night Club's speakers. The EPF picks up on the thefts, and through Field-Ops, are able to repair the damage left behind by the thefts.

2011[]

Return of Protobot[]

Aside from System Defender, this section covers Field-Ops 31-44 as well as EPF Phone messages from January-May 2011.

At the beginning of the year, the rebuilt Protobot is mostly finished. On January 14, in level 5 of System Defender, Protobot is activated and immediately begins to attack the EPF mainframe, as he needs its parts to repair his core circuits, although he is driven off when his attacks are stopped. Herbert decides to deal with the problem himself and attacks the EPF mainframe in level 2 of System Defender on January 28. Herbert has Klutzy send in bots to attack the system while he brags about the strength of his bots. He eventually has Klutzy send in a long string of boss bots, named "THE CENTIPEDE OF DOOM!!!!!!". Once all his bots are destroyed, he and Klutzy flee.

Herbert later requests the Protobot send the Wheel-Bot to his lair. With this, he creates an army of mini Wheel-Bots, but the EPF destroy them. Due to the EPF continuing to track their hidden message, Herbert elects to communicate with "the crabs" instead. In April, Herbert suggests striking during the next party, which is later announced to be the Earth Day 2011 party, although Herbert is not on board when Protobot plans to cause destruction, and has grown weary of Protobot's destructive goals, as Herbert only wants to defeat the EPF. Herbert proposes a partnership to the EPF to take out Protobot, and sends them the location of Protobot and the Test Robots. The EPF use this information to blast the robots with water, causing them to malfunction, and Herbert mocks Protobot while proclaiming he regrets rebuilding the robot. Right before Protobot retreats into hiding, he announces that Herbert is now an enemy.

Medieval attack[]

Immediately after the Protobot is taken out, Herbert declares he can start a new plan, hinting that it will relate to the upcoming Medieval Party 2011.[13] Herbert taunts the agents through messages, and right after the party ends, Herbert steals the Hydra robot that Gary had made for one of the Knight Quests and upgrades it, then uses it to attack to the Everyday Phoning Facility. Herbert, in his Hydra Bot, can be fought in the Battle of Doom, which plays identical to the Hydra battle at the end of Ye Knight's Quest 3. Herbert pilots the active head, while Klutzy works on repairing one defeated head. When all three are defeated, Herbert and Klutzy launch out in escape pods and the Hydra Bot explodes. The battle could be replayed an unlimited amount of times during the week it was active. When replaying the battle, Herbert states he repaired the Hydra Bot. After being defeated "a few thousand times" in a week, the Hydra Bot eventually breaks down[14], and Herbert leaves.

Operation: Hibernation[]

Not long after his defeat, Herbert makes plans to attack the EPF and hacks into their communication network. The Director and Gary learn of this and close communications. Herbert eventually attacks the EPF mainframe in mid-August in level 6 of System Defender. However, he is held off, and just as he is about to retreat, Jet Pack Guy taunts him to keep him on the line, causing him to furiously send in a horde of bots. This was a trap by the EPF to track Herbert's location, and once they find he is hiding on the Toughest Mountain, they use the Air Conditioner 3000 to blast the mountain with cold air, forcing Herbert into an unnatural hibernation.

Operation: Hibernation is held, and the EPF infiltrates the Classified Area where Herbert is sleeping, and build a containment chamber around him with a Mini-AC 3000 to put him into deeper hibernation, for up to 10 months as they figure out what to do with Herbert. Klutzy, who had been sleeping next to Herbert, is woken up and crawls out of the chamber and leaves. During the Holiday Party 2011, Klutzy, re-enters Herbert's cell and gives him a Santa hat and socks, and sleeps on his lap. Although Klutzy entering the cell triggers the EPF's security system, Gary believes there is no security risk in Klutzy visiting Herbert for the holidays.[15]

2012[]

Escape[]

In January, Rookie is in charge of an expedition, and decides to hold an Underwater Expedition and explore underwater caverns. With the Recycletron 3000, Rookie orders many anvils to lower the Beach underwater to reach the caverns; however, Klutzy and/or the crab army secretly triple the order after Rookie makes it,[16] causing the island to tip over and start sinking as soon as the expedition begins. The security footage of Herbert's cell is temporarily shut off[17] as Herbert is freed from his cell, although it is not stated how. The same day he is free, Herbert, having woken up hungry, orders 50 vegetarian pizzas for himself and 50 seaweed pizzas for the crabs.[18]

After laying low for a few months, in late April, Herbert steals several barrels of cream soda from the Pizza Parlor and leaves a note pretending to be Rookie explaining he is taking the soda as he is "very thirsty", signing as "Rookie R. Penguin Esquire".[19] In the short Puffle Trouble, Herbert uses the cream soda to make a Cream Soda Sticky Bomb of Doom in his new lair, although Klutzy, distracted by the rhythmic beeping noise of the bomb's remote, ends up inviting many puffles inside to the annoyance of Herbert. In the commotion, a puffle accidentally activates the bomb, detonating it inside Herbert's base, covering him, as well as Klutzy and the puffles, in cream soda.

Operation: Blackout[]

For several months, Herbert devises a plan to take revenge for being forced into hibernation. During the Halloween Party 2012, Herbert, using the alias "Hubert P. Enguin", submits a question to "Ask Gary" in the Club Penguin Times, asking how to build a high-frequency infrared reversion laser. Gary answers that such an invention would be difficult without a photon wavelength invention, but mentions he has one that he built by accident.[20] Around the same time, ClubHerbert.com is launched, which updates periodically alongside Herbert's plans; the original version shows him planning to capture several important agents. As ghosts invade the island during Halloween, they cause security breaches, which Herbert takes advantage of by accessing top secret EPF files, including Gary's blueprints[21] as well as learn of EPF agent identities, except the elusive Director. In early November, Herbert breaks into Gary's lab and kidnaps him.[22] Herbert proceeds to place in a Freezer Pod, and finish building his Solar Laser.

On November 15, Herbert activates his Solar Laser. The laser draws all sunlight within a 400-mile radius into one spot,[23] plunging the island into darkness everywhere except Herbert's Fortress, the laser's location. Herbert also destroys the Everyday Phoning Facility, scattering EPF agents, and gains control of the island, beginning Operation Blackout. Revealing himself to the public for the first time, Herbert declares the island to now be Club Herbert, with him as leader. He shares to the confused public that after years of battling agents, he has finally won, and will finally have his tropical paradise, welcoming citizens to the blackout.[1] In addition to appearing as a meetable mascot for the first time, Herbert makes many changes to the island. All Tour Guide scripts are written by him, a self-aggrandizing play named My Awesome Life - The Herbert Story is held at the Stage, and the Penguin Style catalog is changed to "herbert Style", with cutouts of his face plastered over all the penguins. Statues and posters of Herbert are also placed all over the island. Herbert takes over the Club Penguin Times, renaming it to the "Club Herbert Times". In the newspaper, everything is written by him, including sharing a list of new rules (such as no singing, dancing, parties, etc), upcoming events (such as the "Paradise Party" or canceling pins), and hosts "Ask Herbert" where he answers questions. Player submitted jokes are also partially crossed out, with modified punchlines, and the secrets section contains leaked EPF agent identities.

During the blackout, Herbert continues to learn the identities of more agents, sending his crab army to search the island and capture any agents they find and place them in Freezer Pods. All the while, Herbert tries to discover the Director of the EPF's identity, sure that the EPF will be finished then.[24] As temperatures across the island continue to drop and snow piles up more, Herbert's crab army is able to capture many agents, including top agents Dot, Rookie, and Jet Pack Guy. He also shares more rules in the Club Herbert Times, including banning all future parties (except his own, such as "Coins For Herbert" and "The Quiet Party") and pirates, ninjas, DJs, etc. Herbert proceeds to finally discover the Director's identity and capture them. He throws a fancy party to celebrate, but is enraged upon discovering not only are there are still EPF agents that have not been captured, but one among them has not been captured- "THAT agent" (referring to the player), which he regards as being one of the most dangerous to his plans. He sends his crab army out in full force to find this particular agent.[25] In his anger, Herbert focuses his efforts on making sure his plans are not stopped, and leaves the Club Herbert Times half-written.[26]

The player is able to infiltrate Herbert's Fortress, destroy the Solar Laser, and stop Herbert's plans, saving the captured agents in the process. Herbert and Klutzy are away from the fortress at the time, and upon seeing the sky brighten up, Herbert loudly voices frustration.[27] Without the Blackout over, sunlight returns to the island and melts the excess snow. His plans foiled, Herbert goes into hiding. EPF agents search the island for him, while Rookie announces to the Club Penguin times that, with Herbert now public knowledge, the EPF will be transparent about him to the public going forward.[28] On ClubHerbert.com, Herbert's list of agents he captured and to-do list are removed, and a monitor states "YOU HAVEN'T SEEN THE LAST OF ME".

2013[]

Operation: Hot Sauce[]

After Herbert's plans to take over the island are foiled, Herbert makes new plans, seemingly to create a Hot Sauce Bomb. To accomplish this, he uses the remains of the Solar Laser, and on April 5, the day a Pizza Party at the Cove was planned,[29] Herbert and Klutzy steal the giant hot sauce bottle and many boxes of pizza from the Pizza Parlor and carries it to an underground base beneath the Beach. In Operation: Hot Sauce, the player is able to use the TraceTracker 3000 (or 100) to follow Herbert and Klutzy's tracks to the base, where Herbert is welding the bomb while gloating. Klutzy attempts to eat the stolen pizza, but Herbert frustratedly tells Klutzy to wait until he's finished. The player, upon a ledge, is able to pick up a nearby slice of pizza and throw it at the switch controlling a pump device to drain water from the base, luring Klutzy to stand on the "FLOOD" switch. Herbert takes notice and yells out in surprise as the base begins to flood, washing out him, Klutzy, the player, the giant hot sauce bottle, and the many pizzas to the Cove. The Pizza Party is back on, while Herbert and Klutzy can be seen through the Cove's binoculars, standing on the ruined bomb floating in the ocean.

Star Wars Takeover[]

During the Star Wars Takeover, Herbert appears as "Darth Herbert" (a parody of Darth Vader from Star Wars). Somehow, he builds or gains access to the Death Star, a weaponized space station. On ClubHerbert.com, boxes of vegetarian pizza and a very large delivery bill are seen inside the station, as Earth is visible in the distance. The Death Star gradually gets closer in July, with the goal of destroying the island.[30][31]

After the takeover starts, Darth Herbert's forces slowly become getting stronger, and make their way to Club Penguin and Stormtroopers capture anyone dancing at the Dance Club.[32] During the second week of the takeover, penguins gain access to inside the Death Star, Darth Herbert's base. At this point, he also becomes a meetable mascot (although presented as Darth Herbert in his appearance and mascot dialog, for gameplay purposes he is just Herbert P. Bear and is not a separate mascot). After Rebels steal the Death Star's plans to uncover its weak point, they make an attempt to destroy the space station, and Darth Herbert commands Stormtroopers to stop them.[33] The Rebels are ultimately successful and manage to destroy the Death Star by firing blasts at the station's weak point in X-Wing ships. Right before the Death Star is destroyed, Darth Herbert escapes in a small space craft.[34] On ClubHerbert.com, Klutzy can be seen holding a paper from Herbert that again states he has not been seen the last of.

Operation: Puffle[]

In mid-November, Klutzy steals a coin-operated dial from the new Gold O'berry Machine in the Pet Shop, although it later replaced.[35] He takes the dial back to Herbert to attach to his new furnace to power it. However, due to the dial needing coins for power, Herbert invents Brain Box helmets to hypnotize puffles and force them to dig up coins non-stop forever to bring back to his lair to power the furnace.[36] Herbert places the helmets on as many puffles as he can find around the island, and they begin digging. Each Brain Box has a chip embedded inside that is connected to a central tower in Herbert's base.[37]

As the EPF suspects Herbert's plan, they begin to search for him while catching puffles in Operation: Puffle, with the goal of collecting one chip from each color of puffle's Brain Box to disrupt the central tower.[38] After gathering 10 different color chips, the player gains access to Herbert's lair, and can insert each chip in the tower to overload it. This breaks the Brain Boxes and frees the puffles from mind control. A herd of puffles swarm Herbert and carry him away to parts unknown as he yells, and Klutzy follows. The coins Herbert forced puffles to dig up are later used to donate to Coins for Change.[39] Meanwhile, on ClubHerbert.com, Klutzy is searching for Herbert in the wilderness.

2014[]

In September, Klutzy finally locates Herbert in the Wilds.[40] Several weeks later, Herbert steals submersible blueprints from Gary's lab.[41] These plans are used to build a submarine seen in We Wish You a Merry Walrus, where Herbert kidnaps the Merry Walrus so he can deliver presents to create a Snow Globe of Silence, trapping penguins inside to contain their noise (see #Stop-motion specials section). In the end, Herbert's plan backfires and he traps himself, and is later taken into EPF custody by Merry Walrus as the Director's present.[42][43]

2015[]

At some point early in the year, Herbert seemingly manages to escape from custody somehow although such a thing happening is never directly mentioned. On ClubHerbert.com, it is shown that Herbert threw away headphones he received from the Merry Walrus in early February.

MascBot plot[]

In September, Aunt Arctic asks others what they would like to see for Club Penguin's tenth anniversary celebrations. She somehow manages to locate Herbert and ask him, to his alarm to how she found him and the news that another party is being held, and he yells for Klutzy to get his earplugs.[44] During the proceeding 10th Anniversary Party, Gary debuts his MascBots, robots built in the likeness of several famous penguins. Herbert takes notice and sends Gary a question in the Club Penguin Times under the alias "Notta Bare" asking how he built the MascBots. Gary talks about how he started with older robot models containing bugs, and after much coffee, he removed the most dangerous glitches. He also shares an image of his schematics.[45] As the Anniversary Party continues, Herbert is able to use this information to reprogram the MascBots[46] (seemingly with the antennas now attached to their heads), causing them to malfunction.

Immediately after the Anniversary Party ends, the Halloween Party 2015 begins and the MascBots go haywire, but each one is stopped by scaring them with something that the penguin they resemble is afraid of, and then deactivated. The last bot to be stopped is the Rookie Bot, who slips up and reveals there is a secret lair under the Coffee Shop. Inside, Herbert finishes building Herbot, another robot similar to the MascBots, that he made to scare away penguins Just as the player enters the lair, Herbert activates Herbot, but this backfires when Herbot traps Herbert and Klutzy inside a cage. Through a nearby monitor, Gary asks Herbert to reveal his fears to stop Herbot, but Herbert refuses. Gary asks the player to intervene, and a nearby laser can be used to blast Herbot, resulting in it exploding and also breaking the cage. Herbert and Klutzy make their escape.

Operation: Crustacean[]

Shortly after Herbert and Klutzy escape, the two are separated somehow; Jet Pack Guy takes notice of Herbert searching for Klutzy in early November.[47] A week later, Herbert asks the EPF for help, claiming Klutzy has entered a UFO that recently appeared in Club Penguin, beginning Operation: Crustacean. Jet Pack Guy meets up with Herbert in Area 501, a structure the EPF built around the UFO. According to Jet Pack Guy, the Director has ordered the player to escort Herbert aboard the spacecraft. Inside, Klutzy is relaxing with the alien puffle inhabitants. Herbert runs in to hug Klutzy, but pivots to instead grab the nearby power source, to Klutzy's disappointment. Herbert has Klutzy join in entering an escape pod to leave, and the two are launched away. The EPF are later able to stabilize the UFO but it is unable to fly without its power source.

2016[]

Operation: Tri-umph[]

Using the power source he stole, Herbert constructs a device and hides it underground. In early February, he attempts to send a message to Klutzy but sends it to Megg on accident; the message has Herbert gloat about how his preparations are nearly complete. He also asks Klutzy to fetch him vegetarian pizza and anti-fungal cream.[48] On February 10, Herbert connects a small laser to the device aboveground, at the Snow Forts, and activates it. Although his plan was to "blast" the Snow Forts, he ended up starting a light show. Penguins take notice and throw a dance party, as Operation: Tri-umph starts. Although what happened is unclear, Gary speculates Herbert "must have over-compensated the optical amplification by widening the output coupler".[49] Herbert proceeds to have Klutzy write a manifesto on his behalf and leaves it on the doorstep of the Club Penguin Times office. The letter states his first laser was just the beginning and he has prepared a shrink ray, and will have another laser later. He commands penguins to give up now and he might let them stay.[50]

As the letter is received, and a week after the first laser was activated, Herbert activates a shrink ray at the Town that causes anyone entering the Town to shrink to a tiny size. Penguins once again make the best of this and construct a miniature city and baseball stadium.[51] Herbert's final laser is activated another week later and removes color from the right half of the Plaza, under the belief penguins would not want to stay on an island with no color. At this time a cave opens up in the Plaza[52] which happens to lead into a Cave Maze, and Herbert's device is at the center of it. Once the player makes it to the end, Herbert appears on a monitor to state his machine cannot be stopped as long as it is plugged in; clicking the socket simply unplugs the machine, and the stolen power source is recovered.

After his plan is foiled, Herbert sends another message, claiming this was not because of the EPF's smarts but simply luck, believing the power source to be broken.[53]

Late in the year, the EPF conducts "exhaustive research" and determines Herbert is not within the proximity of Club Penguin civilization.[54]

2017[]

During the Waddle On Party, the final party in Club Penguin, Herbert appears as a meetable mascot.

  • Card-Jitsu: Herbert appears in the animation for several Power Cards, including:
    • Herbert & Klutzy: Herbert, driving his Earthquake Driller with Klutzy in tow, drills out of the Dojo's floor, leaving a hole that the opponent falls in.
    • Recipe for Disaster: The opponent gets a slice of seaweed pizza and eats it. While this is happening, Herbert walks in, holding a box of seaweed pizza with one slice missing. The user points at the opponent, and Herbert angrily chases the opponent away.

We Wish You a Merry Walrus[]

In We Wish You a Merry Walrus, Herbert appears as the antagonist. After building a submarine with stolen submersible parts and making snowglobe-related plans, Herbert views penguins celebrating the Merry Walrus Party through a periscope and decides it is time for him to commence "Operation Silent Night".

Herbert, having somehow learned about the Merry Walrus, plans to infiltrate his island and take over his operations. He first captures blue crystal puffles, the only beings capable of opening the Crystal Curtain to access Merry Walrus Island. Once on the island he enters the Ice Palace and imprisons Merry Walrus inside a present, using his own wrapomatic. After doing so he makes a video presentation on this process including what he plans to do next: impersonate Merry Walrus to drop presents on Club Penguin that form a Snow Globe of Silence, a sound-proof chamber to contain all the penguin's noise. He shows this presentation to Klutzy 20 times, to his boredom.

After Rockhopper arrives at Merry Walrus Island with Roofhowse and his new friends, Herbert, dressed as Merry Walrus, and Klutzy capture them and take them inside. Herbert, after some technical difficulties that Sydmull helps with, presents his plan to his captives, although they are too distracted to listen. Herbert unveils a machine that grabs the penguins one by one to wrap them into presents and he and Klutzy leave on Merry Walrus' sleigh, pulled by blue crystal puffles.

Flying over Club Penguin, Herbert hands the reins to Klutzy and drops presents into a crowd dancing to Cadence DJing. Before he can drop the last present, the real Merry Walrus, along with Roofhowse and friends, fly in on a back-up sleigh to give chase. Herbert drops the last present but Roofhowse catches it, as Herbert flies down to grab it. Cadence notices Herbert's disguise fall off and tells the crowd to evacuate. Although Herbert is about to reclaim his present from the penguins, Merry Walrus stops him. He gives Herbert a present but pushes him off the sleigh as Klutzy jumps off from the first sleigh after him. The two land in snow, and as Roofhowse drops the last present, they all form into the Snow Globe of Silence around Herbert and Klutzy, trapping them inside. When Cadence DJs again, Herbert yells in frustration but then opens the present Merry Walrus gave him, finding out it is a pair of noise-blocking headphones, which he puts on to his relief.

Club Penguin: Monster Beach Party[]

In Club Penguin: Monster Beach Party, Herbert appears as a secondary character. While on a small boat at sea with Klutzy, Herbert paints a picture of themselves but is interrupted by loud music from a nearby party on an iceberg. He asks Klutzy to steer them to the party to "have a little fun in the sun". The two don simple disguises, conical beaks tied on their faces, and ascend the iceberg with a grappling hook. Cake and Awesome spot them, but Herbert manages to fool the pair and convinces them he is a Flipperball player.

After infiltrating the party, Herbert and Klutzy prepare to sabotage Gary's Sno-Cone 3000 with a monkey wrench but are interrupted by the iceberg shaking, as a prehistoric Megalodon frozen inside breaks free due to the partying. Later, when Gary and Sydmull repurpose the Sno-Cone 3000 into the Slush Rusher One, Herbert is unimpressed by the invention. This invention ends up failing due to not being bolted down and creates a whirlpool that pulls in the iceberg. As this happens, the penguins panic, and Cake and Awesome embrace Herbert who remarks he has "never felt this close to another penguin before".

Although Jangrah, having befriended the Megalodon, is able to stop the whirlpool, it is calculated she likely did not survive. Herbert holds his admiral hat over his chest in sorrow. Jangrah then appears atop the Megalodon, and explains she befriended it, as the shark pushes the iceberg to shore. Herbert and Klutzy, back on the beach, sneeze and accidentally remove their disguises. The penguins are shocked as Herbert pretends to threaten Klutzy with a brain freeze. He then hands the snow cone to Cake and Awesome, apologizing to them, and the duo escape from the penguins.

  • Best Seat in the House - A Cartoon Short: Herbert, partially covered in snow, and Klutzy are one of the last to arrive in the Stage for the movie that is showing. Herbert shakes off the snow and it lands on nearby penguins and Klutzy to their annoyance, and the penguins throw snowballs at him.
  • Puffle Trouble starring Herbert P. Bear and Klutzy The Crab: Inside his cave lair, Herbert finishes building his Cream Soda Sticky Bomb of Doom and arms the detonator button. Klutzy enjoys the rhythmic beeping of the button and is about to touch it when Herbert swats his claw away; the doorbell also rings and Herbert orders him to tell the visitor to go away. The visitor is a puffle to Klutzy's glee, who he invites inside to Herbert's frustration. More puffles arrive and despite Herbert's efforts to make them leave, they start to play with the detonator and Klutzy joins in. Realizing they all like the puffle, Herbert tries to lead the puffles away, but as he opens the door, a huge pile of puffles flood the cave. Herbert frantically digs through puffles for the detonator, but a puffle he throws falls on the button and detonates the cream soda bomb. Despite everything being covered in cream soda, the button still makes noises, so Klutzy all the puffles continue dancing.
  • Meet Dot the Design Gal: Dot receives an alert that Herbert is nearby and stealthily tails him. She eventually finds him and Klutzy and hides in a recycling bin, and recovers a discarded note thrown away by Herbert as he and Klutzy walk away.
  • Agents in the Coffee Shop: Two penguins in the Coffee Shop are talking as the building shakes and Herbert and Klutzy walk by the window; the penguins are both EPF agents in disguise.

  • Rock-a-bye Herbert: The song features Herbert, while in a forced hibernation from Operation: Hibernation, in a dream-like sequence of floating through the sky in his chair. The lyrics describe his deep sleep and how he will not awake unless by mistake, as the sequence ends with Herbert in his chair, floating off the coast of Club Penguin.
  • The Party Starts Now: Herbert appears for a split second, sneakily causing a power outage during the party.

In the Pick Your Path books, the reader is presented as being a character within each story as the protagonist. As such, "you" is used here to refer to the character representing the reader, as is done in the books. Due to the nature of these books, there are many branching paths, with many mutually-exclusive story possibilities; not all are listed here.

  • PH's Great Puffle Search: Herbert does not appear but is mentioned. In one path, you, your friend, and PH go searching for the Elite Puffle Chirp, who has gone missing, and end up in a cave where Herbert has booby-trapped a door leading into a base of his. If you get past the door, you encounter a machine Herbert made, labeled "Herbert's Ice Melter", and may be able to disable the machine. If you fail, you are ejected far from the base, but PH says she has noted the base's coordinates and will send in agents to stop the machine.
  • Agent Rookie's Secret Mission: Herbert again does not appear but is mentioned. In one path, Rookie mistakes a concert poster for a threat from Herbert. If you investigate the Lighthouse and then the Cove, Rookie ends up quickly uncovering Herbert's plan to sabotage Catchin' Waves by greasing the surfboards. Gary is informed and shares that he received a strange message, likely from Herbert, that stated someone hates Catchin' Waves and wanted penguins to "catch nothing but trouble" instead.

  • Secret Agent Handbook: Herbert is mentioned several times as a threat to the Penguin Secret Agency. Included in the book are case files on him, detailing his various crimes. He is also mentioned in a few puzzles in the book.
  • A Search-and-Find Book: Herbert appears on the "Snowball Fight!" page. Finding him is included on the checklist at the back of the book.
  • Club Penguin: Official Annual 2012: In the "A Mysterious Mission" story, Herbert hacks into EPF communications and creates a fake Field-Op, posing as Gary, asking an agent to acquire materials and bring them to the tallest tree in the Forest. The agent gathers the materials but suspects something is wrong, and switches their backpack of materials with their sleeping bag before arriving at the tree. Herbert appears and steals the backpack, revealing his plan to require the materials for a "diabolical device", but is surprised to find out the backpack contains pajamas and bunny slippers. He runs away while the agent gives chase, but is able to escape by wearing the bunny slippers to slide down icy slopes at high speed.

Club Penguin Magazine[]

Herbert appears in some Club Penguin Magazine comics, usually as a villain trying to attack the EPF or warm up the island, or more cartoonish schemes such as sabotaging a race. Sometimes non-villainous aspects of he and Klutzy's life are shown.

Mascot appearances[]

Herbert could first be met as a mascot during Operation: Blackout. Since then he appeared on rare occasions during EPF-related events. Clicking on the box button on his Player Card allowed the player to receive an autographed background. The Herbert stamp could be earned by being in the same room as Herbert.

Since his debut as a mascot, Herbert could be added to player's Friends List from his Player Card. He and other mascots instantly accepted a friend request, and when he was on a player's Friend List, his current giveaway could be obtained at any time. He and other mascots could not be sent a request by searching their name like normal players, and instead an icon and message appeared instead. For Herbert, this message was "Herbert P Bear doesn't like penguins very much. Try searching for someone friendlier instead."

Trivia[]

  • In issue 175 of the Club Penguin Times, a special section on rumored puffles is held. Included on the list is "The Abominable Snow Puffle", described as "at least two penguins tall with crab claws", referencing Herbert and Klutzy's appearance in the PSA mission Secret of the Fur.
  • Herbert ran a Twitter account named @clubherbert in the weeks leading up to Operation: Blackout. He acted in-character and gloated about his upcoming plans. However, a week after Operation: Blackout began, all tweets were deleted except one, stating he has found something "much more interesting" on Club Penguin to occupy his time.
  • Herbert hosted "Ask Herbert", replacing "Ask Aunt Arctic", in issue 369 of the Club Herbert Times. He also hosted Ask Herbert in issue 370 and issue 371.
    • Hovering the mouse over his portrait in the column caused one of his eyebrows to lower as he looked to the side.
  • Herbert does not consider his Friend List to be a list of friends, but believes it should be a "list of subjects" instead.[55]
  • During Operation: Puffle, while appearing as a meetable mascot, Herbert could respond to players talking about Darth Herbert from the recent Star Wars Takeover. He states he does not know who Darth Herbert is or what the Force is and thinks someone is using his name.[56]

    • Herbert once visited the Box Dimension, but it caused him to vomit.
  • Herbert's favorite memories are kidnapping EPF agents, destroying the PSA with a Popcorn Bomb, and stealing hot sauce.[61]
