In the 1.8.0 update, the cost of this item was changed from 75 to 40 coins.
Although it is classified as a hair & hats item, it has the properties of a head extras item, meaning it can be worn with other hair & hats items, but not head extras items. It shares this trait with the Goodness Cretaceous. The Crabby Eyes and 1st Year Party Hat also formerly had this trait.
