The Popcorn Bomb is an invention, featured in the 11th PSA mission, The Veggie Villain. It was assembled by Herbert P. Bear using objects found around the island, in order to destroy the Penguin Secret Agency's HQ. As the bomb detonates, the Sport Shop, Ski Village, and the HQ were destroyed and filled with popcorn. After the explosion, the PSA was declared out-of-commission and the Elite Penguin Force became the main agency of the island.

The bomb is made of a series of objects from different locations, each one had its own role in ensuring the bomb's functionality:
- One of the salon chairs from the Gift Shop, on which the bomb was mounted.
- A stolen Spy Phone, used to power it.
- Corn kernels wrapped in aluminum foil.
- A digital clock.
- Ropes, pipes, and electrical wires.
- A heater.
At Herbert's Corn Base, after the player reboots the systems of all PSA technology, Herbert uses a Spy Phone to teleport the other 2 Spy Phones with the player and the bomb together to the HQ, then the bomb counts down from 8925.
Trivia[]
- The Card-Jitsu power card Popcorn Device features the popcorn bomb. Its timer reads 1,024, but unlike the bomb in the mission, contains a comma.
- The popcorn bomb looks fairly different in the video game Club Penguin: Elite Penguin Force: Herbert's Revenge than it does in the online desktop version of the mission.
- Its timer stops after 8925 seconds (2 hours, 28 minutes, and 45 seconds).
- After the popcorn bomb reaches 0 seconds, it appears as if it starts counting up. This is due to the fact that the font used for the bomb's time display does not have a character for a minus sign ("-").
- The same is true with the Self-Destructing Message.
