"Old Blue" was never actually used in Club Penguin or Penguin Chat 3. It may have been used in PC2, or 1, but otherwise, it is only there when a glitch happens(CP used to give penguins "Old Blue" if it tried ot lp and never received anything).
Some graphics also have Old Blue, but this isn't intentional. (Everyone makes mistakes, just some people make mistakes less regularly than other people.)
EDIT: "Old Blue" is also sometimes used for menus, so CP do not show that they prefer a certain colour.

Color values- HSV[]
It just seems to me that the color values for HSV, as mentioned in hte article, are incorrect. Here's an image of a software using RGBA model.
On this site it shows H= 240, S= 73, V= 67. In GIMP it's 228, 73, 67. something is wrong here... :P
