Yes it did, not in game, but it did. That is why there used to be that Herbert statue in cp. Everything in the DS games missions are considered canon to cp. (meaning that it is part of CP's storyline)

I joined in 2011, but I missed Operation: Blackout because I liked Toontown much better.

You know, I'm pretty sure Operation Blackout didn't get any more intense than most of the movies kids watch these days anyway.
In Operation Blackout, throughout the whole party, there was a sense of urgency as the entire island was in danger. In Operation Puffle, we were trying to save wild puffles that we had no connection to. Of course, there was still a sense of urgency as we all care about puffles and would hate anything bad to happen to them, there's just less at stake than in Operation Blackout.
Need I mention, Herbert's plan in Operation Puffle was not well thought of, and whoever wrote the main plot of the party made Klutzy's stupidity force the story way more than it needed to.
WOw, Operation Puffle had no effect on anything. It didn't cause any troubles, and worst of all, nothing actually EVENTFUL happened. Who cares if Herbert uses puffles for money?
WAIT!!!!!!!!!! Herbert remade the Hot Sauce cannon but he needed coins to power it! And, after looking at the hot sauce cannon I think it was the same cannon from Operation Blackout! He used new things to try to power it!
What SHOULD'VE happened, was that Herbert had to MELT the puffles into puffle goo, which when he dries, they turn into coins. So, Herbert, kidnaps all, and this is a BETTER idea on Op:Puffle
Puffle Hater?
Ok, how about he kidnaps the Dog and Cat puffles.
Cats, yes dogs, no. Sorry I love the dog puffles!! :)
Cat and Dog Puffles appeared in April 2014. Operation: Puffle occurred in November 2013.
Ok. That got long and off topic very fast.

I also liked how all the main EPF (mascots) got kidnapped. And, how Herbert tricked Gary to help him in the news paper. I hope this year the next EPF mission (or Operation) is more like Operation: Blackout.
I agree with you. Operation Blackout should have a sequel, where Herbert kidnaps ALL mascots, + staff too! Except Polo Field. And the remaining mascot could be Dot, since she's hiding alot. So, this is how it happens: it was about to be a medieval party, when suddenly herbert burnt down all of the ski village, PLUS the town and plaza, and also the Mine Shack and Dojo. He took out the Lighthouse's beacon, and kidnapped nearly all staff and mascots. Herbert drains their power and converts it into a massive heat attack, where he heats up the whole island, but does know what happens now. So, Herbert had constructed his own paradise, so he can float, and CP can sink. It's up to you to stop him, and save CP. It's called Operation: Meltdown, or Melt for short.
Awesome idea! I had a idea where Herbert captures all the penguin on the island (even you) and you need to sneak out of Herbert's jail and save EPF agents and on the way you also save mascots. Then at the last week of the party you need to trick Herbert into his penguin jail. And, if you can't sneak out of Herbert's jail after 5 tries you can click the spy phone for tips.
No after 5 try's Herbert sees you get away so you have to run

I don't think he would see you. In a old PSA mission he made pics just to tell you about his life.

At first it was about EPF missions now it is kind of going from one thing to a other.
